CREB® will be participating in The City of Calgary’s upcoming public hearing regarding the citywide (blanket) rezoning policy the week of March 23.
CREB® stands firmly opposed to blanket rezoning and supports an immediate repeal in the City of Calgary. We advocate for responsible growth strategies that increase housing supply, while safeguarding infrastructure capacity, affordability objectives and the vitality and character of our communities.
In advance of the hearing, CREB® staff and Government Relations Standing Committee (GRSC) members sent letters to councillors and have been engaging with elected officials and sharing REALTOR® insights.
On Monday, March 16, CREB® also hosted two invitation-only briefing sessions with members of City Council and community coalition partners. The sessions provided an opportunity to review CREB®’s housing market analysis, discuss potential impacts of blanket rezoning on established communities, share perspectives on how land-use decisions can influence housing supply, affordability and consumer confidence, and exchange perspectives ahead of the public hearing.
Key considerations shared with councillors include:
- Real estate is local. Housing demand, infrastructure capacity and neighbourhood conditions vary across Calgary, meaning land-use decisions are often most effective when they reflect local community needs rather than a uniform citywide approach.
- Housing supply has historically responded to demand. Previous shortages in 2005–06, 2013–14 and 2022–24 were largely driven by rapid migration, with builders increasing production as market conditions justified it.
- Recent housing pressure was temporary. The latest surge was driven by exceptional migration growth, which is now projected to return to more typical levels in the coming years.
- Zoning alone does not guarantee affordability. Construction costs, financing conditions and development economics remain major drivers of housing prices.
- Targeted solutions can support supply. CREB® supports approaches such as focused densification in priority areas with appropriate infrastructure, better use of public land and support for secondary suites where capacity exists.
CREB® Board Chair Susanita de Diego will present CREB®’s perspective at the public hearing, supported by housing market analysis from CREB®’s Chief Economist, Ann-Marie Lurie.
